Interestingly though, I managed to get your recommended workaround to work, but only in certain circumstances. Which leads to me another question - are there limitations to where the TestHarnessDirectory can reside, e.g.
The tests (within UnitTests/basic.js) work fine in my test project using any of the following as the TestHarnessDirectory:
